The connections' design and fabrication in metal works are critical points, and
the bolts' hole locations in the plates are one of the points that should be
performed correctly. So, did you drill your hole location wrongly before? what
was your action to remedy your plates? Do you think you are limited to re-work
the fabrication process? or do you believe we have some other options that

I'm writing to highlight this matter after I received an inquiry on my website
that says:
“We
have fabricated a large quantity of Steel Brackets in our project, and later we
found the hole locations on the base plate did not match with the drawings and
connection calculation report, so what is your advice to avoid the Bracket Re-Fabrication
process?”
I recommend taking the following steps sequentially:
As the first action; I keenly recommend performing an Investigation into the reason for such a mistake, or maybe a misunderstanding to avoid repeating the same problem, as you have done the fabrication order and whatever the reason, or the solution will be taken, your project will be impacted some extent in Time and Cost.
At the same time, check whether the Mislocated holes are within the acceptable tolerances, as some minor differences may not impact the integrity/stability of the connections.
However; of course, you can remedy the same brackets, and avoid re-fabrication works, or releasing another work order. the below suggestions may be used to rectify the issue:

Re-study the connections calculation output, and examine if some minor
modifications like Repositioning, Alignment, or stiffening, that can be done
for the concerned brackets and solve the issue, so maybe accordingly, you can
confirm the case, revise your output, and fill the bolts at the same holes’ locations
that were made wrongly.
. Or,
leave the wrong Holes open, and make different holes as outlined in the
connections report and approved drawings, if the base material conditions still
offer the ability to do that, and if the additional holes performing were possible
structurally.
Then, If the options above are not passed or not approved by the Engineer, so
welding will be the last solution, knowing that in some cases, you have to take
the welding step into account according to your contract obligations or
Engineer needs. Nevertheless, if you have to fill the holes by welding make
sure to consider the below:

Examine the Base Metal; Is it Located in Tension zone or not? Accordingly, you
have to get the Engineer's approval Before implementing your action, and to
take the following steps into account:

Use the same WPS- Welding Procedure Specification. and the same NDT-Non-Destructive
Tests to testify the result upon completion, under the same criteria of project
requirements and specifications.

Use Appropriate filler metal.
Last, I would highlight an important hint, that my answer and the treatment options clarified above, referenced to (AWS-D1.1-Clause-7.25-Repairs). Hence, make sure to inform the Engineer that your proposed actions are in accordance with the Code.
